hmm frostpunk is a bit story driven i would say! there are options for how you want to go about building this new civilization and you have to think about like, if you want to invest in engineeres or workers, if you want your civilization to go the "order" path, or the "faith" path. the faith one is a bit cult like if you go far enough but you don' thave to. and the different scenarios are just different storys i would say, with a different goal of course! and different climate (but most of them are cold, except for liek, one!)

aaA maybe i should give cities skylines a new try soon! that sounds so good actually
