Solovey isn't NL server exclusive. I'm pretty sure servers can choose any designer's stuff as long as the set isn't already promised to another team.
That's not how it works. When there is a shortage of sets from one country I can imagine that another country is being looked at, but that is not the case here. When it is the turn of the English server, an English Designer is chosen. It has always been that way. It seems strong that today is suddenly going to change.

The servers takes turn for it to be as equal as possible. IIt's not really a big thing though xD 
But with this people can't really complain that it's always one server the sets are from and it is more variety.

They take turn with the other stuff as well (such as HOF, WOF), so the admins do equal as much as each other if this makes sense.
