We used to have a couple in our neighborhood that neglected their dog and kept them in a small cage outside. The dog would always whine during day and night. Eventually, when enough complaints got gathered and a vet went to see it, the dog was taken away.

You usually get a certain amount to pay and a ban for owning pets for a chosen time period for animal neglect. Anyway, l think their time period ended and they got a new dog. Poor dog.

it's not sooo bad actually, I'm usually a morning person myself, but this really is so different from Luxembourg
my uncle works for the village my parents live and their work day starts at 8. but that just means that they have communal breakfast at 8 and then go over the daily plan and such. so they rarely ever leave to actually get work done before 9am. (he's a gardener) and at 10am there's the first coffee break. like, dude, that's slouching at its finest. probably different in every village and town, but still, it speaks a lot of how things work for many governmental workplaces (learned that the hard way when I was working at the national library and actually got told to slow it down, because it would make all the old employees look bad if I could keep up this well with the work load and they are all slacking off)
