Most of them are just lurkers. There are tons of people on here that choose to just play dressup and don't post the forums. And just because there's usually only 100 people online at a time doesn't mean it's always the same 100 people.

Most of that "500" are inactive plus sides, not just lurkers
There are people that just dressup but for the most part yes the 100 people or so online usually are the same people always online until it drops to the 50s or lower 

If you'd like to test this click online during different parts of the day and you'll find most of them are the same exact users
