It's a stupid idiom, basically one smart strong alpha uwu leading a bunch of idiots is better than one stupid weak beta idiot leading a bunch of smart strong alphas uwu, I think it's the opposite of the (I think) original quote by Alexander the Great, "I'm not afraid of an army of lions led by a sheep; I am afraid of an army of sheep led by a lion." which makes a lot more sense.
