It shouldn't be, catcalling is when it's shouted in a sexually suggestive, threatening or harassing manner. You can tell someone on the street they're beautiful without it being a catcall.

Both are compliments, the former can still be unwanted but it's not sexual not threatening.
Catcalling is explicitly shouting\whistling followed by remarks that are of unwanted sexual interest, or threats
