It is also normal to pay off different groups of people in cases where development becomes controversies, something that further spikes the feeling of unfairness experienced in the community in relation to the development. Most energy development decisions are taken by the use of top-down processes to more easily get consent for projects they want to do, something that creates knowledge hierarchies. Solutions are a more deliberative form of energy governance embedded in community engagement, eg. volunteering.
