there isn't really a system to it, but the hats look like they belong together so i think they might come in one go, similar items might go up at the same time, like with the 3 hairs, i had a feeling those were gonna be put up at the same time and they did, but can't assure that th hat will go up together
and anyways it''s just to go with your gut feeling on it, look at the ""order"" we've discovered and just follow it, it helps
