bet is has to do with the country being decently poor and not a lot of people having that "travel culture", cause most countries who have a lot of cases it seems to be because people are taking the sickness back home from traveling to areas with lots of sick ppl (and ofc not taking proper precautions when it comes to making sure it doesn't spread but that's for the most part step 2),,, could also be that they just haven't done a great job at detecting the sick
