I think an age limit of 14-15 (as most site have) is a good limit. I hired a lot of moderators in my time, and I know for a fact that age plays a very important role. Even for 19 year olds, who've I hired as mods, have proved not to be mature enough to handle the responsibility. But maturity or not, there are still some things that a 12 year old can't do or know about. Having actually been alive for a few more years also plays a role.
