I feel for both of your situations, truly, but that is not an excuse for not fulfilling your duties or doing that very poorly. And please don't take this personally but if you are able to tell you cannot keep up, maybe consider resigning from the position. The other admin has been gone for 3 months now too and it doesn't seem like she's coming back any time soon and while I feel bad about her situation, that position could be better filled with someone with time and ability to do admin work.
We need admins who are able to actually spend time and energy on the site, and while you may want to do that, being able to acknowledge your inability to do so and let someone else take over would be a responsible thing to do.
