i would say more claims makes it better. 
Having very few sets won't help anything, and it sure as hell won't let other people trade rares. 
But letting more sets come into circulation would help with newer people trying to start to being a main male, but that is to think about for the future. Releasing less sets isn't going to solve the problem, if that was what you guys were thinking in the first place. Might as well abandon this place altogether if that's the case.
