Plot:
In 1890, the United States government caught wind of peculiar beings, humans with mysterious, inexplicable powers. They began collecting them and initiated classified testing on these people. They were tortured, dissected, and examined to find exactly what caused their abnormalities. All of their research came up empty, and there was no explanation on what caused them to have these abilities. They were built like every other human on earth.
In 2010, the United States government ceased all testing on these abnormal human beings, and decided to collect them from all over the world, training them to be the perfect army of superhumans. They developed a town in the middle of nowhere, built it from the ground up, and gave them the means to support themselves. The town was unnamed to keep it classified, however its inhabitants gave it their own name. The town of Secret. Secret holds some of the strongest, most unnatural human beings. At first glance, it looks like any other small town in the country. But each of its townspeople has their own secret ability, unknown to the outside world. New people pop up all the time, each with a more and more obscure ability. They are trained to unleash the full potential of their powers until the government may need them. Until then, they are just a group of people, often ripped away from their families and everything they've ever known, just trying to make the most of what they've been given.
Now, it's 2017, and the people of Secret have had time to come to grips with their new reality. New people show up all the time, but it's easy to adjust in such a welcoming town of freaks.
Rules:
1. No God-Modding. No controlling others characters. You're only in control of what your character does.
2. Be polite. No fighting. Drama between characters is fine, drama between roleplayers is not.
3. When talking out of character, always label with ooc; before saying what you have to.
4. Full sentences are required. Preferably 2-3 sentences minimum per reply. More is best if you can stretch it. If not, make an attempt to get the other person to type more so you have more to reply to, like having your character ask a question.
5. You can have multiple characters. No more then you can handle, though. And preferably no more than three per person.
6. Characters must be 16+ and are only allowed one power each.

Personality: Charlie is a natural mischief-maker. She normally outcasts herself, finding refuge in reading books in isolation. However, she's anything but a bad friend. Though she has few, she would do anything for the ones she does keep around. She can often be sarcastic, and slightly intimidating, but when she gets close to someone, they tend to see how sweet and caring she is to the core.
Appearance: Charlie stands rather short, at 5'1. She maintains a healthy weight, even though it would really take a matter of seconds for her to transform her body into something more lush, or more thin. Her hair color constantly changes, to the point where you can never be sure what her natural hair color is. For the most part, it seems to remain a pale pink. Her skin is normally very pale as well. Her eye color ranges from all white, to all black, or shifting rainbows in between, but generally stands at a powdery lilac. Her clothing style often shifts as well, but she's often seen around Secret wearing her forest green hoodie and some torn jeans ( most likely lacking shoes ).
History: Charlie was ripped away from her home before she could even remember. It has been said that she was scooped away as soon as she was born, when the doctors watched her appearance change from the moment she left her mother's womb. She has been under the care of the government for all 21 years of her life. Since she was still a minor when the changes between torture to nurture were made, she was never really experimented on, though she has memories of others she knew who had been killed in vain. She was the youngest resident of Secret when it began, and has watched it develop and change over the seven years. Charlie, unlike many of the people in Secret, have no idea what it's like to live on the outside, and often finds herself dreaming of the big cities and the Normals inhabiting them.
