my personal suggestions:

just using the botw event as an example- almost all of the items have half of their claims occupied by side accounts, some of which haven't even logged in since the event. when females claim male codes, one of two things happens: either the item rots in their wardrobe because they're inactive on their side account, or the item gets sold at absurdly high prices later on, forcing males to pay out the nose for an item they were meant to get for free in the first place.
imagine, for example, that someone was giving out sweaters. even though you have a sweater already, you really like the sweaters that are being given out as well. when you ask for one, they mention that they want to give the sweaters to people that don't have sweaters first, but that if they have leftovers you're more than welcome to have one then. would you then snatch the sweater and run, or (even greedier) grab a whole handful of sweaters, wait until the sweaters run out, and then sell the sweaters to people without sweaters later on?
-but i use both of my accounts equally!
if you had two accounts of the same gender, and you wanted to claim a code, you wouldn't be able to claim the same code twice now, would you? it's the same as the whole 'my sibling shares a computer with me, so i need two code claims so that they can get one!' argument- there are so few situations where you would need a code on a side account, that the need for regulations outweighs the need for exceptions.
-but males claim female codes, too!
yes, but it's not such a rampant problem that admins themselves have had to speak up. the only reason i use female accounts as the basis for this is because that is where most of the issues come from. the suggested rules (which are in the next post) would apply to both genders, obviously.
-how am i supposed to make money, then?
the same way most male accounts do. the tutorial in the beginning when you signed up explained how to earn credits/popdollars, use it.
-so am i just not allowed to sell code items/how is selling code items from my gender any different from selling code items from opposite genders?
people claiming codes from their gender for profit is also an issue, but it's less of an issue than females claiming male codes for profit. nevertheless, i covered it below in the 'suggested fixes' section.
-how are you going to enforce any of this?
shadowjess has said several times that she can see what is and isn't a side account, and from past experiences the mods can see this as well.
-what if i use a vpn/my cell phone to claim more than one code?
this is considered cheating, and is also a TOable offense.
