The short answer is no.
The long answer:
It's a genuinely bad idea. I cannot even successfully explain exactly how horrible the idea is. First off, as many has mentioned, we genuinely struggle getting people to design for the male base. Furthermore, forcing the designers to design for other bases is not going to work. They design for themselves, first, and secondly for the community although no offence for many of them that's really not the case. The designers here haven't expressed positive opinions about adding yet another base, thus we can conclude that they are not going to design for a new base. Some of them (surprisingly many as I might add) only design for females already. The third, new base, is not going to be popular, they're not going to make the old sets for the new base. It's going to be very unattractive to have a base with barely any items to use.
Also, as stated earlier, the male base is very close to gender neutral. Have you people even seen how incredibly little masculine it is? It genuinely feels like the overall percentage on skirts and dresses compared to the female base is just.. larger. It's ridiculous. If you want a neutral base, honestly, we already have it. There's no point in complaining.
Nothing will ever change.
Ever.
