i think a big first step for making the site accessible to new players is to have all of the sets in the fashion shop be PD only, have a larger selection of 'staples' that will never cycle out, and to increase the rate of PD earning so that anybody with a brand new account can easily purchase a set per day if they play the site for a few hours
talking about recolours:
on neopets (truly the industry leader in squeezing money out of their audience) they introduced 'dyeworks' where they released recolours of already released (and rare/desirable) items, where to produce one you just need the original item + the buyable recolour item, and you would get the original item back + the recolour
on vp i think something similar would work well BUT i think it should be real money only and that the designers themselves choose which sets they want to offer recolours of. that way the designer can earn a commission on these re-releases. but i think that some of those recolours should also be put up for auction in cr, with a starting bid that is similar to the value of the original item. that way they are still attainable for those willing to pay directly for them, but would also eat up some cr especially for very popular but super low ig sets
