they wouldnt b able to sell the set further, makng it harder to delete n take care of, n they wouldnt be able to buy things either. it would also lock them from claiming codes (as thats the core of the problem) and send/recieve money (cause it could be linked to selling) . 
the lock would thenn b removed once they have deleted the things they should and all that !

idk i thnk it would B useful cause if you t-o them , you cant communicate with the person at fault, and if u dont do anything at all it would be hard to keep the situation from getting worse
