I think a system like this, with looser time constraints and not limiting voting to participants who may not be online when it's time to vote, would result in more people playing. You can keep the cost to entry, maybe lower it a tad, and the idea that everyone gets a little something would mean less people would see the cost to entry and decide it's not worth it.
