Well technically he is 14th. War doctor and 10th regenerating to himself again. The dudes from gallifrey gave 11 energy to regenerate again. İm not sure if it was a 1time thing or started a whole new cycle so we can have 12more doctors <-

Moffat did wrote good episodes in Russells run. Like the library episode. And fisrt time we saw the weeping angles in new who. But as a showrunner he sucks
