There's is no rule against it on ET. 
Myself and the others who do are not breaking our rules. 
Also I'm sorry if you're offended I like to try to do quality control,  when big popular sets come out like these I both want and need to make sure everything functions properly and is in the best functioning category. 
I've seen giant sets like these come out then a giant thing of posts in fixed items,  and I don't want to be the cause of that. 
Maybe some of you think I don't work hard for this team. 
But I spend hours every week coding everything for ET and making sure things function properly best I can.

Just because it's always been that way doesn't mean it should. For one, the site has grown over the years and more people came but it doesn't matter, 15 for fem is ridiculous, and so is 8 for males.
 Also, a raffle isn't a contest, you actually put effort into entering a contest so imo more people should be rewarded for that.
