first things first :d
for the base, you use one of these official bases
en.virtualpopstar.com/home/faq?id=10
they are already in the right size and this is also the size you should use

by opening the files the correct way, as they are .png files, they will have a transparent bg in your program (as long as your program supports it, most do)
when saving the items, you just have to pay attention to save them as .png with clear background (sometimes you have to validate the last one as well, for instance my SAI on the laptop always asks for it)

to upload your design here, you have to upload it via an extern host (I prefer using imgur)
