I entered many of these myself in the past, 
and the way I read things, it's definitely always been heavily implied that the items will very likely be used.
since, again, the main purpose of the design competition is to gain extra sets for the site.

The old rules heavily imply that ET will absolutely use one's design if it is of quality, and if we don't another team can claim it for use.
So yes, by submitting to ET's design comps we will use your set, and if we don't another team can claim it and use it.

Ive slways told Bailey  that im uncomfortable with my stuff ingame anf it never was in issue. She occationally asked for permission but I had the choice to say no. 
But if thats no longer a choice then i dont have to bother with future comps.
