Well I think it has more to do with the fact that 18y/o can smoke and drink n stuff. And they're basically adults. And since momio is a place for children, they want to prevent people talking about things like alcohol and sex n stuff.  (Tho pfffft who cares about rules?)

I doubt thats the reason though. I believe they do it in order to keep the community strictly kids, and so that the kids who uses it doesn't feel intimidated or small because there are some 'adults' there as well.
