Try it on your laptop if you haven't. You need an unused e-post and you can't be logged in on other accounts because that by my experience fucks it up. So make sure you've logged out of it all.

i havent been able to create accounts on any phones ive had, using any ip addresses or internet providers for like 2 years. so weird but it always works on my laptop
