is there a number or anything on the collar? 

i think u should at least keep an eye on it to see if it seems to be losing weight. If it seems like it just keeps looking skinnier than that definitely means that it doesnt get enough food or that it has untreated worm

I think the most normal with a lost cat or one that looks misstreated is too go to the vet with it or idk if your country has it, but we have a kind of animal service that will come out to a house if the animal seem to be misstreated and they will check up on it.

Ugh i hate that like why do u even put a collar on ur cat if ur not gonna put any contact info on it like isnt that the point 

anyways another thing u can check for is if it has like a “code” or number in its ear. Its usually in green, kinda like a tattoo. Idk if thats the same thing as micochipped tho i just know my cat has it cuz the shelter we got him from did that with the cats for identification

thats actually a clever idea! Might be hard tho since it can easily fall off or the cat might get it off cuz cats tend to do that lol but its still worth trying. U could also call a vet and share ur concerns and ask them if there is any indications of it being neglected and see what they think about it and see if they have any advice
