Yes thank you. In most cases the bottoms should be darker than the top, otherwise it looks wrong. Sometimes it's fine, if the bottoms are dark but the top is darker but if you wear, for instance, beige pants with a navy top your opinions should not be heard don't @ me.
Generally I'm not a fan of bright clothes but white pants is just so much worse
