they just probably wanna avoid detecting which plants, seeds or cuttings are in fact legal to ship and which aren't

but to answer the question yeah i've heard it usually works really well, i wouldn't order anything too delicate in the winter months. i've banned myself from buying more plants until i sort out my 35 or so existing ones, it's too many in 30sqm since a lot of them are big
