We literally get calendars every year with beautiful nature images from the depot, with evacuation details in them, they send us rolls of plastic every year or so for covering up our windows in case of emergency, etc.

There's a long, fucked up history around it that I don't feel fully qualified to teach lol
I'm not sure if they didn't expect folks to live here back when they built the place, or if they were just like "fuck all these poor people"
There is a group of wildly underpaid, but good people with their hearts in the right place, who have fought their asses off to make sure that the nerve gas is disposed of properly without harming citizens.
