They don't, it's the same as people saying "oh I'm Chinese American" or whatever, it's an identifier of their heritage.

Everyone I've known has called themselves norwegian if they were born in norway (even tho one or both parents are from other places), ofc ppl will ask a dude that had both parents born in africa if hes "actually" norwegian or whatever, but nobody will ask a norwegian american that lol
