Yeah I think it means that a strong leader could lead a weak army to victory, but a weak leader would lose no matter how strong the soldiers were. Probably the whole monarchist thing?

The original quote means basically that an army of incompetent soldiers led by a competent leader is better than an army of competent soldiers led by an incompetent leader I guess
