Not sure if I'm allowed to answer this, since I'm no norwegian. But as I see it, it's similar to the discussion of i.e wearing a kimono or yukata in Japan.
It depends on the intention and the use. If it's to appreciate a culture I'd say it's fine, but if it's just to dressup or in any way mock a culture then no.
Let's say you're wearing the Bunad because you want to celebrate Norway day with the Norwegians, I think that should be allowed at least if you're in Norway to do so?
