Although I've never considered heating water in a microwave before, I don't really understand why people are so puzzled about it.
I heat milk in the microwave all the time. Its not a long jump from milk to water.
It does make sense that you only heat what you need, but it is possible to only pour one cup of water in a kettle too (you don't need to fill the whole thing).
Which is faster however, I don't know. I mean, the kettle also has to heat itself up, which is more waste of energy, whereas the microwave only heat the water.
The kettle however, usually turns off by itself when its done, but if you know your microwave well, you probably also know how much is needed to boil a cup of water, but its hard to avoid not over doing the time a bit.
If you have a tiny kitchen and don't want too many kitchen appliances, it makes more sense to have a microwave than a kettle, as a microwave have more functions than a kettle has.
