Everyone can host their own server and the incident you probably referred to happened in 2017 on servers hosted in Japan and the access to those servers in question has been banned by the overwhelming majority of western servers. 

It's open source code, that means everyone can use the code, modify it and create a server. That also means there is probably a server out there where you and like minded individuals can promote your worldview as long as it doesn't go against the laws of the country where the server is hosted.
