Mmm maybe try more clay than pallets, 

or remove rugs etc for now n see if they start using it after a while, I don’t think one floor poop means they won’t ever try using it, obviously if they keep poopin on the floor you might wanna change back so it’s not too stressful for them but since cats want to bury their poopies they might go there once they realize it’s the best option
