The rule about it not being a dating site pretty much means you can't use it as a place to FIND girlfriends/boyfriends. So no flirting etc. Clearly he knows her outside of VP as well or else he wouldn't have a picture of the two. There is no proof to say that she didn't join VP BECAUSE of him owning the site.
