Yes but it's very different in the US, to the extent of my knowledge. 27-28 is a bit of an exaggeration, unless you're studying something like medicine or psychology.
idk if I would go to the army, I would finish at 22, then go study for 4 years, that's 26,
still could be better in my opinion
Life expectancy in Israel is very high though so it's fine innit?

sometimes being smart in your education is not really smart in life.
I won't get into that too much right now but my sister that studied medicine, my s\o's sister that did the same, they're 27 and 31 and this education of theirs hasn't helped them much.
sometimes there's this type of knowledge that no school here can give you,
and I 100% disagree with the way high schools work as those are super inefficient and students will usually forget most of the things that they've learned, I don't care if statistics say that a certain amount of people have passed the exams that they needed if it won't help you advance much, or you won't remember a lot.
I can tell you that I've got to meet people that are older in age from us and in their 40's or 50's they decided to go to uni or college and they made it, 
but you just... CAN'T hold a normal conversation with these people??
and no, age does not mean anything, as I have friends in the ages of 30, 40 and even 50,
I don't know what o explain more since I'm really tired but from my experience with people here,
not saying they're trash or something,
but the majority isn't that smart,
And scores at the end of the day will mean NOTHING.
