basically that no one has their health (mentally and phsyically) damaged because of their social status or a tragedy that happened to them.
the money part is unreliable because the costs for living vary a lot depending on the part of the country and if you live in a town or on the countryside and money always makes people subject to blackmail of any kind or transfer it out of the country (which is why borders and different systems in different countries is a shitty system anyway that keeps people in poor countries poor)
