Display tablets can always be used as a graphic tablet if posture goes bad (looking at the computers screen while drawing) so it's more multifunctial. Honestly go with ur gut or flip a coin 
so there is no delay or something that makes it worse compared to a tablet intended for using the computer screen
I dont know anything about a delay, i didn't experience that on the display tablet i used
