The first songs and bands that can be considered metal (led zeppelin, black sabbath, deep purple) started as blues bands (in lack of better term) and were inspired Mainly by blues and then evolved their sound to be heavier and heavier. Judas priest and other british bands made the genre more rock-like and said bye bye to blues slightly after the first big three. So yea nowadays it could probably be more rock than blues but originally absolutely not.
