What does this mean
Does this mean I (a civilian) could kill them n handthem in or just that police looking can just not worry abt killing them or what ??? What ??

It means that if you find them, whether they are dead or alive, you have to tell the police about it. It doesn't matter if they are breathing or not, but it doesn't mean that you can kill them without facing consequences
