It is not per se a nazi symbol bc it was used before ww2, it was given to extraordinary brave soldiers. 
Some people who wear it are not nazis and don't know the meaning and think it looks cool but many are, it is used as a substitute for the swastika in germany bc swastikas are illegal in jewelry, clothing,..
