Because its unnecessary and because I believe in places with no outbreaks its just gonna b more likely to get sick because ppl can't stop touching it or use it incorrectly, in outbreaks the plus of it shielding against infecting others will outweigh the bad aspects like ppl not being able to wear them properly igĀ
