I can write it out longah, u kinda

( 2^3 * 2^-8 ) / ( 2^4 ) 

( 2^3 + (-8 ) ) / ( 2^4 ) 

( 2^3-8 ) / ( 2^4 ) 

( 2^-5) / ( 2^4 ) 

( 2^ - 5 - 4 )

( 2^-9 ) 

As long as the potencies got the same ground number u can just add or substract their "top" numbers dependin if it's multiplyin or dividin
