Well I don't remember what it's called but from the article it appears that it's "fredet" which roughly means that you aren't allowed to do much without having authorities approve it and it has to be done in a certain way with specific materials, techniques and so on so based on having lived in a house that has been under that jurisdiction before I can tell you.. hell to the no on that honestly it's like "oh yeah the walls were this colour when it was fredet so now you just have to live with it because it's how it is"

Obviously not in this case tho I'm sure they're allowed to paint it, but most likely in colours approved by the authorities and shit like that so yeah.. It'll cost, even if you get some financial support with houses like that.. it's not going to be cheap. I'm guessing the final cost of that house will be closer to.. I have a feeling you're probably looking at 5 000 000 to fix it, because it has to be done in that specific way lol

Though if you let the house go to shit first you'll most likely be allowed to do more on it. At least in Denmark with 'fredet' lots

Yeah of course but it's not like you can do whatever, you're mostly only going to be allowed to restore it to it's former state and do some minor tweaks like maybe you can make it a bit sturdier and safer as long as it doesn't harm any of the remaining (non fucked up) parts of the house and all that. 
Insulate (?) the house and stuff. As it's fredet I guess you are allowed to install a sprinkler system .. maybe.. The woman we rented from was allowed to I think
