Padding was SUPER common practice in exploitation films, it can be traced back pretty far, like, I'd ballpark around the 30's (I'm reading a book that talks about it right now, actually lol)

They were usually nightclub scenes where they'd throw in some saucy stage performance shots, and would get recycled over various low budget exploitation movies lol
