No it gets just as wet if u put the water only after, but its a tiny bit easier to put the toothpaste on a dry brush

I have never heard that before, why would it have that lol? By hot I mean scorching hot, not luke warm. 
I wonder if u make the cold water run a bit to make the toothbrush cold again, before using it?

Hot water tank can grow dangerous bacteria cus it holds between a certain temp that doesn't kill bacteria nor slow it down, its like a bacteria breeding ground, except if u got those boiling water taps
