I've never heard of putting them in water to sprout sweet potatoes, most folk put them in the dark.
That being said, a month actually sounds about right, it takes a hot minute for them to sprout.

I personally think purchasing sweet potato slips is easier.

I looked into it, it looks like to do it in water people don't submerge the whole thing

sweet potatoes do take a long time to sprout, though - its one of the reasons they've historically been such a winter staple, they keep a long time.

so many environmental factors can effect how a plant grows
a month is probably just a guideline
you've got roots though, which is a good sign.
