i don't think you can enter rifts until the character you are playing as has finished the story, so if you started a new character, you have to finish the story before rifts unlock for them since they are end game content. this is also assuming you have the reaper of souls expansion, meaning you must also complete act five. 

assuming you're in end game content, you should have a nephalem obelisk in pretty much every town that you would use to access rifts. i'm not sure if you need keys or not, but i know that's where you go to open rifts. you have to be in end game/adventure mode to see the obelisks.
