You have to download something called smapi first before you can use any of the mods. The wiki has a guide that will help!
stardewvalleywiki.com/Modding: Player_Guide/Getting_Started (remove the space between the : and the P)

Some mods are simple and only require downloading the one mod, while others (ie Stardew Valley extended) will have you downloading multiple mods in order for it to work.

just from the retextures alone i've considered buying it, but knowing you can add some new elements make it all that more enticing
