Vat is like a tax on goods and services based on the price/value of the item. Often a set percentage of the price that goes to the state you buy from, i think. It should cover all the taxes you have to pay outside of shipping. Local taxes are about the same as Vat just that its from the export country i think so the type varies based on location (us, Europe, Australia, everywhere else.)Ā 

What you need to know is just that yes, you have to pay it, and no, it's not rly new. It's normally included in the price, and I can only assume that they have just separate them in the checkout to show you how much you are paying in value tax for the item. On etsy, it should be included in the price by the seller since 2016.

I have never paid import tax on etsy, but I guess that could come outside.Ā
